For over a year now, I have been using a great Dreamweaver extension (add on, plugin whatever you want to call it!) called CSS Menu Writer to create CSS Dreamweaver Menus
in seconds!

Its costs $79.99 and makes it very easy to create valid css drop down menu systems.  You can create them both for static html sites or dynamic sites powered with MySQL running in a PHP environment.  It makes it very possible for a person that knows nothing about CSS to design great looking menu systems.  The forums on the software can even guide a novice through the process of developing nested loops so that you can create dynamic menu systems.

I’ve used this software to create dynamic menu systems within WordPress themes for example!
