Image optimization is going to be one of your key tools, but ultimately since you do not own nor control the servers and the blogger technology there are going to be some things that you just can not speed up. Load times for blogger blogs will always be dependent on blogger servers, and the servers wherever your images are hosted (both images that drive the blogger template and the images in articles). If you have too many widgets that load from external sources that can slow your site down as well. So there is only so much you can do to increase the load times on a blogger blog powered with an artisteer template or not, after a point your only other area for improvement will be to move to a system that you control/host on and do more work after that point.
